EXPERT TESTIMONY

Customers affected by a regulatory proceeding may intervene and advocate their interests by presenting expert testimony directly to the decision-makers—a regulatory commission, administrative law judge or other legislative/judicial body. An expert who is experienced, articulate and credible can effectively persuade the decision-makers to produce a positive outcome. J.Pollock personnel have participated in hundreds of regulatory proceedings spanning more than five decades on a wide range of topics—from broad public policy to specific regulatory issues (revenue requirements, cost allocation, rate design, planning, prudence)—involving electric, natural gas, and water and wastewater utilities. Testimony has been presented to the Federal Energy Regulatory Commission; the state regulatory commissions of Alabama, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, New Jersey, New Mexico, New York, Ohio, Pennsylvania, South Carolina, Texas, Virginia, Washington, and Wyoming; the provincial regulatory boards of Alberta, Ontario, and Nova Scotia; government utilities (the City of Austin Electric Utility Commission, the Board of Public Utilities of Kansas City, Kansas, the Bonneville Power Administration, the Metropolitan Sewer District, and South Carolina Public Service Authority); and courts (Travis County District Court and U.S. Federal District Court).
