Mr. Pollock has been an energy advisor since 1975. During the course of his practice, Mr. Pollock has engaged in a wide range of consulting assignments and projects related to energy and regulatory matters in the United States and several Canadian provinces.
His work includes preparing financial and economic studies of investor-owned, cooperative and municipal utilities on revenue requirements, cost of service and rate design; site evaluations; assisting clients with procuring and managing electricity in both competitive and regulated markets through Requests For Proposals and direct negotiations with suppliers; and market assessments and price forecasts.
Mr. Pollock advises various industry groups and legislative coalitions on regulatory policy issues. He has provided expert testimony before the Federal Energy Regulatory Commission and state regulatory commissions of Alabama, Arizona, Colorado, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Louisiana, Minnesota, Mississippi, Missouri, Montana, New Jersey, New Mexico, New York, Ohio, Pennsylvania, Texas, Virginia, Washington, and Wyoming. He has also appeared before the City of Austin Electric Utility Commission, the Board of Public Utilities of Kansas City, Kansas, the Bonneville Power Administration, Travis County (Texas) District Court, and the U.S. Federal District Court.
Mr. Pollock is the author of several authoritative research papers, a featured speaker at industry conferences, and a presenter on electricity issues for professional seminars.
Immediately upon graduation, Mr. Pollock joined Drazen-Brubaker & Associates, Inc. and was a managing principal at Brubaker & Associates until December 2004.
